Welcome to the Summit Hill Neighborhood/District 16 Planning Council

The Summit Hill Association (SHA) /District Planning Council 16’s Mission:

To enhance the quality of life in our neighborhood through a wide range of community projects and programs.

Here are some of them.  SHA works with citizens to provide:

  • A permanent forum for citizen participation on important topics such as zoning and land use, traffic regulation, and local environmental matters
  • An Annual Neighborhood CleanUp Day, usually held in May
  • Two annual Neighborhood-Wide Garage Sales
  • Crime prevention block clubs
  • A bimonthly newsletter, The Summit
  • Progressive Suppers - take place usually in November and April (a great chance to meet people! Look for details in The Summit)
  • Maintenance and planting of flower gardens at Linwood Community Center
  • The biannual Summit Hill House Tour
  • Resource information about and for the neighborhood
  • A welcome to new neighbors

St. Paul District Planning Council System:

As a District Planning Council, District 16 is part of the larger Saint Paul Planning Council system that acts as a liaison between the neighborhood and the various city departments and entities.  As such we:

  • Advise the city on zoning variances,
  • Act as a conduit of information regarding various city projects, such as the recently completed sewer separation and street paving project,
  • Participate in and comment on various city plans as they affect the neighborhood.
  • Work with the Grand Avenue Business Association (GABA) on various Grand Avenue events and improvement initiatives.

Citizen Participation:

The Summit Hill Association (SHA)/District 16 Planning Council represents the residents, businesses and property owners of District 16 and provides a variety of opportunities for community members to participate.  SHA has an elected Board of Directors and each year a third of its membership is elected by eligible SHA members.  Anyone 18 years or older who is a resident (home owner or renter) or who owns a business or property in District 16 is a member of our association and as such may run for the board and vote in the elections.  The board consists of several committees, whose members are both board members and people from the community.  These are the committees:  Communications & Outreach, Development, Environment, Parking, Pedestrian Safetly & Traffic Calming.  The SHA Zoning & Land Use Committee's voting members have to be current Board members.  For more information on any or all of these committees, you may call the SHA office at 222-1222.
