Appealing the value or classification of your property:  if you do not agree with the assessor’s valuation or classification of your property, you may call the Ramsey County Property Records and Revue Division: 266-2131 and appeal.

Information on Home Improvement Loans (651-228-3105)

Citizen Service Information and Complaint Office:  (651-266-8989)
If you call this office you can find out the following information:

  • when the next Cilty Council meeting or any other City government meeting will take place
  • when a specific issue is schedduled to be addressed and what group will address it
  • what happened at any council meeting in the distant past or the past week
  • if there’s a law, code or ordinance dealing with an issue you’re concerned with, and what it says

Furthermore, you can call this same number (651-266-8989) and make the following complaints:

  • garbage, tall grass or weeds and scrap metal or woods in yards
  • unsafe or unsanitary conditions at or in a house
  • houses or properties where many neighborhood disturbances occur
  • barking dogs or other excessive noise
  • snow or ice on sidewalks
  • concerns about street and/or sewer construction

  • animal control, leash laws, missing pets
  • business licenses and permits
  • resolving disputes between neighbors
  • safety issues at home or in your neighborhood
  • using a recreation center or getting on a municipal athletic team

Fire Safety:  The St. Paul Fire Department offers a Fire Play Intervention Program at no cost to St. Paul residents.  Their education program is highly successful in preventing child fire play.  Call 651-228-6203.

Other Street or Neighborhood Needs/Concerns:

  • Potholes and Street Repairs (651-487-7200) - To request that potholes be filled or that other street repairs be made.
  • Signs, Signals, and Street Lights (651-487-7200) - Call to report malfunctioning or damaged street lights, traffic signs and signals, and parking meters.
  • Street Cleaning (651-292-6600) - Public Works cleans residential streets twice a year, alleys once a year, and most arterial streets every two weeks in the warmer months.
  • Dead Animals (651-292-6600) - Public Works will pick up dead animals if they’re on public streets, alleys, or sidewalks.
  • Sewers (651-266-6234 / 651-292-6657)
    • for sewer service charges
    • to report clogged storm sewer inlets.
  • Permits (651-266-6120) -  Private sidewalk construction
    • (651-266-6200) -  Residential Parking Permits
    • (651-487-7250) - You need a Use-of-Street permit when an object or activity blocks a public street; a Transportation permit if you plan to have an over-size load or vehicle on the street.

Leaf & Grass Composting (651-633-1204) - It is unlawful to dump leaves and grass clippings in the street.  You can take them to the Ramsey Compost site at Pleasant just off of St. Clair (near the ice arena) from April through November (weather permitting).  You can pick up free garden compost and wood chips also.

Recycling: Recycling is mandatory in St. Paul.  The Neighborhood Energy Consortuim (NEC) can give you information about recycling pick-up schedules, sorting, etc.  More information on recycling in the recycling section.

Neighborhood Eyesores (651-266-8989) - Call the City’s Information and Complaint Office to register any complaints about rubbish animals, junk cars or other nuisances.   

Annual Neighborhood Clean-up: District 16 Planning Council traditionally holds its annual neighborhood clean-up in May.  Check the newsletter, The Summit, or call the office 651-222-1222 for details.

Trees:

Overgrown Private Trees and Brush (651-266-8989) - If trees or brush on private property encroach upon the public right of way, i.e. alleys or public sidewalks, we encourage you to speak with the neighbor. If that is not possible, call the City’s Information and Complaint Office. You will need to provide them with the exact address where trees and/or brush has overgrown.
