District 16 Planning Council

July 14, 2005

Merritt Clapp-Smith called the meeting to order at 7:08 p.m.  SHA stores the meeting’s full proceedings on magnetic tape for a minimum of one year from this date.

 

Approval of Minutes

 

A motion to approve the June minutes was made, seconded and unanimously approved.

 

President’s Report

 

Merritt reported that PED has not made formal comments on our proposed District 16 Plan.  Agreement in principle has been reached among City, neighbors and developers of the Oxford-Grand project, and they are awaiting a schematic.  New officers are needed for the next one-year term; and preferably the vice-president will become president the following year. There will be a presentation on the street light options in September.  GABA has suggested that we attend one of their meet and greet socials, and we will ask for dates after September.  The Board discussed the efficacy, cost and advisability of a neighborhood survey to check the neighborhood pulse.

 

GABA Report

 

Rob Kost left notes.  There is a suggestion that GABA work with Eureka to promote recycling at Grand Old Day.  It was suggested that we re-examine Grand Old Day’s purpose and value to the neighborhood.

 

Committee Reports

 

Development Committee

Shannon O’Toole reported that a number of volunteers for a committee have come forward and that a summer meeting will be planned for that committee.

 

Environment Committee

Steve Sanders reported that the City will mark trees on the bluff at Linwood Park that need trimming.  Steve, Todd and Dann will look at those recommendations.  Given the steep incline, the advisability of SHA doing any of the work will be evaluated.  The garden club is meeting on the 3rd Thursday of the month, and with help from a City group of young people, Linwood Park is looking great.

 

Pedestrian Safety and Traffic Calming Committee

Charlie Hardy distributed the updated Action List.  SHA continues to press the City to take the actions it promised, and that includes the pedestrian signs and speed calculator we now see on St. Clair.  SHA will discuss the crosswalk issue at Osceola and Oxford with the new Linwood A+ principal, and neighbors on the Westside of Victoria has been notified of the impending street renovations.

 

            Parking

Chad Skally announced a public meeting to discuss parking issues on September 15 at 6:30 at the Rec Center.  A discussion framework for our August meeting will be sent.

           

Zoning & Land Use Committee

Maureen Flahaven reported that the petitioner at 481 Grand withdrew its petition to add an apartment on the third floor of an apartment building.  EQ Life is planning to use the basement for a Spa but has no additional parking; City staff has approved the use of the Rule of 5, and SHA is appealing that decision with a hearing on August 1.  A lot split to build a new house at 642 Lincoln will come before the committee on July 28.  A motion was made, seconded and unanimously passed to send the City a letter protesting the encroachment onto the sidewalk of the building being built at the Stems & Vines location on Grand between Chatsworth and Milton.

 

           

Treasurer’s Report

 

Financials were sent out in the Board packets, and John Siekmeier noted that things are moving as usual in a non-house tour year.  A motion to renew our CD’s in a flexible, accessible form was made, seconded and unanimously passed.

 

New Business

 

Dann Dobson noted that the Green Mill is asking for a variance to increase its operations on Grand in our neighboring district.

 

The meeting was adjourned at 8:45.
