District 16 Planning Council

February 10, 2005

Members Absent:     Breymeier, Dobson, Reding-Galarneault, Sanders, Smith, Wichman

 

Others Present:        Jeff Roy, SHA Staff, Jim White

 

President Clapp-Smith called the meeting to order at 7:10 p.m.  SHA stores the meeting’s full proceedings on magnetic tape for a minimum of one year from this date.

 

Approval of Minutes

 

A motion to approve the January minutes was made, seconded and unanimously approved.

 

Presentation by Susan Hubbard, Eureka Recycling

 

Susan Hubbard spoke about recycling initiatives in the City, cleared up many questions members had about the current recycling rules, and told us about the possible organics program coming in the next few years.

 

President’s Report

 

Merritt Clapp-Smith spoke about the four CIB proposals from our neighborhood that SHA is supporting with written support.  It was also suggested that we contact CIB Board Member Miriam Stone or 807 St. Clair and invite her to one of our meetings.

 

GABA Report

 

Nancy Breymeier had another commitment, but the GABA annual meeting and silent auction is on March 4 at William Mitchell.

 

Committee Reports

 

Pedestrian Safety and Traffic Calming Committee

 

Charlie Hardy mentioned the pedestrian safety initiatives in the CIB proposals.  In conjunction with this report, neighbor Jim White spoke about the need for better pedestrian access on lower Grand Avenue where there are no corners and thus no pedestrian crosswalks.  Pedestrian and parking issues were also raised as to the new building at Grand and Oxford, and an apparent prohibition on parking garages in the zones found on Grand.  Deb Rathman will speak to the developers of the Grand and Oxford project.

 

            Communications Committee

 

Marcia Odman reported that the Committee is working on a new Welcome Packet and has produced a new Block Leaders manual.  

 

  Parking Committee

 

Chad Skally reported that they had an information meeting with the City and GABA on January 25 and will meet again in a week.  The group wants to have concrete ideas for parking improvements within 6 months.  The meetings of this subcommittee will be on the 1st or 3rd Mondays of the month.  Parking ideas should be directed to Linda.

 

Zoning & Land Use Committee

 

Maureen Flahaven reported that the City approved a variance for the two-story garage project at 818 Summit.  The Zoning and Land use Committee had not taken a position on the project as there were concerns raised about density and the use of the cluster housing regulations for this type of development.

 

            Streetcar Discussion

 

Linda Winsor relayed some ideas from a meeting on streetcars and the experiences of Portland, Oregon and other cities that have this type of public transportation.  There were many questions, and Linda will follow up. 

 

Treasurer’s Report

 

Financials were sent out in the Board packets.

 

Old Business/New Business/ Announcements

 

The EIS for Ayd Mill Road is in and will be released tomorrow.  The public meeting regarding the EIS will be on March 3, at the Buetow Auditorium at Concordia.

 

Merritt and Linda are sponsoring a Street Beat with Mayor Kelly on February 28 at 8-9:00pm at Linda’s house.  Come and ask whatever questions you may have about the City.  Prior to that the mayor will be at a Street Beat on the environment at the meeting hall at Victoria and University.

 

A vote was taken about additional gambling in St. Paul and the board unanimously disapproved of more gambling in St. Paul.  That result will be sent to Councilman Thune.
