April 14, 2005

President Clapp-Smith called the meeting to order at 7:00. SHA stores the meeting’s full proceedings on magnetic tape for a minimum of one year from this date.
Approval of Minutes
A motion to approve the March minutes was made, seconded and unanimously approved.
President’s Report
Oxford & Grand Update: Merritt Clapp-Smith reviewed the landscaping issues at 1060 Grand Avenue. The site plan was changed without notice to SHA or neighbors eliminating the alley landscaping to increase the size of parking spaces. On 03/25/05 neighbors and representatives of SHA met with Oxford developers, Oxford Hill Development Corporation. The developer’s proposal of wrought-iron fencing and hanging baskets was not acceptable and they were asked to come up with another plan. A second meeting is scheduled for April 22nd. Andrea Hauser, neighbor at 1055 Lincoln, urged SHA to support neighbors in their efforts. A motion was made to the effect that if no satisfactory resolution to the landscaping was achieved at the next meeting, SHA would call a special meeting on April 25th at 7:00 PM to explore ways to support neighbors. The motion was seconded and approved.
Ayes-10, Nays-3, Abstentions-2.
Metro Transit Cuts: A motion was made and unanimously approved directing a letter to be written to the Metropolitan Council opposing Metro Transit Bus service cuts.
The President introduced and welcomed new SHA member Eric Hedberg.
Committee Reports
Communication Committee:
The new Welcome Brochures are completed.
Chad Skally and Jeff Roy are moving ahead with plans for the Apartment Organization pilot program. The first meeting with tenants will be held at 6:30, Thursday, May 19 at 622 Grand Avenue.
Development Committee:
The committee is working on ideas to involve more people in the September 2006 House Tour. All Board members are encouraged to recruit both houses and volunteers.
Environmental Committee:
May 14th is Neighborhood Cleanup. Everyone is encouraged to volunteer for a morning or afternoon shift. A letter of reminder will be sent out.
Pedestrian Safety & Traffic Calming:
March and April committee meeting minutes were distributed at the meeting. A motion was made, seconded and passed unanimously to send a letter to Dave Thune in support of Photo Enforcement in District 16. The committee will meet May 9th to discuss the repaving of the western portion of District 16.
Parking Committee:
Committee meeting minutes were distributed at the meeting. A meeting of the Grand Avenue Neighborhood Parking Group met April 11th to prioritize parking solutions in District 16. The meeting was productive and the committee will meet again on May 9, 6:00PM at Dixie’s on Grand Avenue.
Zoning and Land Use Committee:
The April 7 meeting to consider cellular towers on Grand Avenue rooftops was cancelled as no variances were needed. The committee will meet Thursday, April 21st at 7:00PM to consider a request of parking variance at 1132-1134 Grand Avenue.
Treasurer’s Report
Financials were sent out in the Board packets. John Siekmeier announced that the discrepancies between the old and new accounting systems have been ironed out.
